LAUGHLIN AIR FORCE BASE, Texas -- Team XL welcomed a new leader to the 47th Mission Support Group (MSG) during a change of command ceremony held July 25, 2025.
Col. Robert Moore, outgoing commander of the 47th MSG, relinquished command of the 47th MSG to Col. Peter Joo, incoming commander of the 47th MSG. In this role, Joo is responsible for leading the group and ensuring the highest quality support, most responsive customer service, and the best morale, welfare and recreation programs to enable graduation of the world’s best pilots, deployment of mission-ready warriors and development of professional and confident leaders.
Col. Tyler Ellison, 47th Flying Training Wing (FTW) commander, presided over the ceremony and commended both leaders for their service and contributions to the mission.
“Rob, it’s hard to capture in words just how much work you have put into improving the Laughlin experience for our Airmen and families during your tenure,” said Ellison. “But the overarching theme I landed on for your tenure was quality of life. With all your time and effort, you led your team by making huge strides for food security, facilities and base offerings that will have impacts for decades to come.”
Moore assumed command of the 47th MSG on June 30, 2023. During his tenure, he oversaw the renovation of our AAFES facility, the creation of a new shopette and Laughlin’s first ever 24/7 gas station. As well as a $36 million dollar Ricks Hall project to upgrade the enlisted dorm living quarters, and the preparation of the $900 million dollar effort to transition Laughlin into a T-7 Red Hawk base.
“Two years ago, I stood in front of this formation and was entrusted with leading one of the most complex, diverse and people-centered organizations on Laughlin,” said Moore. “Today, I stand before you full of gratitude, humility and deep respect for the incredible work you have done and the character you have shown every single day.”
Following his command, Moore will go to enjoy a life of retirement.
“Peter, the group that you are assuming command of is in a great place and ready for you to continue growing and advancing it to meet the evolving mission of the 47 FTW,” said Ellison. “Your background and experience will bring fresh new perspectives, and we are excited to see how far the MSG and Laughlin can go under your leadership.”
Joo brings extensive experience as a civil engineering officer. Previously, he was the commander 356th Expeditionary Civil Engineering Group, Andersen AFB, Guam. He commanded a group comprised of two squadrons executing Pacific Air Forces’ Set-the-Theater infrastructure requirements, rehabilitating history airfields for Agile Combat Employment (ACE) and provided engineering support to ally and partner engagements across the region.
“I’m new to Laughlin, but I’m no stranger to the pilot training mission,” said Joo. “I understand how vital this wing is to our Air Force, and how each squadron in the Mission Support Group is a vital cog in the machine to produce the best and brightest flyers on the planet.”
The 47th MSG oversees five Squadrons and one Flight that provide mission support to 28 units and over 5,700 personnel, with oversight and protection of assets valued at $1.3 billion, 808 facilities/infrastructure assets, 9.5 miles of runways/taxiways on 5,300 acres.
“To Col. Joo, you are stepping into a team that is brave, bold and battle tested,” said Moore. “You will not find a more capable, driven, or genuine unit. My advice, trust them, empower them and challenge them to lead beyond their ranks and titles.”
