LAUGHLIN AIR FORCE BASE, Texas -- Job title and unit: 47th Contracting Flight, contracting officer

Why he XLed: Falkner steered a $3.1 million base operations contract that maintained 236 buildings, 597 facilities and a six mile runway, that fueled 80,000 flying hours. He identified training deficiencies while leading a training program and penned solutions for the deficiencies. He also identified contingency contracting officer requirements and guided 13 hands-on training sessions to help certify 57 tasks for eight members.
