LAUGHLIN AIR FORCE BASE, Texas -- Job title and unit: 47th Contracting Flight, director of business operations

Why he XLed: Martinez skillfully prioritized contract cuts of 20 percent in one week and edited more than 80 slides for wing briefings, magnifying senior leader visibility. He insightfully managed resources, overcoming temporary duty assignment budget restrictions and simplified Laughlin Air Force Base operations. He was also the mastermind behind Air Education and Training Command's reduction initiative efforts and teamed with wing functionals to solidify an execution plan.
