Why he XLed: Lemarr's leadership was pivotal to the response, evidence collection and investigation of two T-38 Talon in-flight emergencies. He deciphered more than 1,000 pages of aircraft history and technical orders, and his thorough analysis of these mishaps enabled the wing commander to resume aircraft operations. He also captured data on five bird strikes, which will help mitigate future bird strikes. In addition, he guided the 47th Maintenance Directorate, the legal office and flight medicine through civilian toxicology testing, ensuring 100 percent completion with minimal impact to mission.
