Managing Resources key Major Graded Area

LAUGHLIN AIR FORCE BASE, Texas --  This article is part of a multi-series to educate the reader on Major Graded Areas associated with the new Air Force Inspection System. Major Graded Areas are important because they provide the structure that all inspectors, both wing and major command level, will use to conduct inspections. The four MGAs are Managing Resources, Leading People, Improving the Unit and Executing the Mission.

This month's article is on Managing Resources. The two main subcategories are Adequacy and Stewardship, and both have topic areas within them such as Manpower, Funds, Equipment, Facilities and Guidance. However, under Stewardship, there is an additional area titled Airmen's Time. The main difference between the main subcategories is what the unit is provided (Adequacy), versus how it is utilized by the unit (Stewardship).

With this MGA, the inspectors will be grading how well the unit is supplied (manning, funds, etc.), and this grade can be used to highlight deficient areas for the Wing or MAJCOM to try and resolve. At the same time, they will inspect how well the unit is managing its resources and its ability to meet requirements. This two-step approach is designed to continually improve the unit by identifying areas that MAJCOM and local leadership need to adjust.

These areas are all graded on a five tier scale: Outstanding, Highly Effective, Effective, Marginally Effective and Ineffective. An example of grading in this MGA is having a five person shop (on paper) with only two positions filled and they both accomplish their job in accordance with the Air Force Instruction's. The inspector may mark Adequacy-Manpower as "Marginally Effective" and Stewardship-Manpower as "Effective," because the two personnel are able to meet requirements.
