LAUGHLIN AIR FORCE BASE, Texas -- Job title and unit: 47th Flying Training Wing, knowledge operator

Why he XLed: Sparks spearheaded significant improvements to Wing Staff Agency's administrative programs. He enabled staffing for a 20 percent contract portfolio reduction target equivalent to $4.4 million and put Team XL on target to meet Air Education and Training Command's intent. He also provided expertise to Laughlin's Financial Management to bring the records management program within compliant standards.
