LAUGHLIN AIR FORCE BASE, Texas -- Jesus Perez, 47th Contracting Flight contract specialist, was chosen by wing leadership to be this week’s “XLer”, Nov. 8, 2017.
The “XLer” award, presented by Col. Michelle Pryor, 47th Flying Training Wing vice wing commander, is given to those who consistently make outstanding contributions to their unit and the Laughlin mission.
One of his major contributions is two contracts consisting of more than $276,000. These contracts, which Perez prepared six months in advance and helped save more than $110,000, gives the unaccompanied officer’s quarters an updated HVAC system, and upgrades to the 47th Security Forces Squadron dog kennels.
“There are many elements that may come into play in the life of a contract,” Perez said. “If industry does not have a clear understanding what the government is trying to buy, then this can potentially increase prices. Not having a clear requirement can also jeopardize the unit's mission or even the wing's mission depending on the project.”
Perez also helped lead his office with weekly quality assurance programs of his contracts, which ensured the safe operation and inhabitation of the unaccompanied officer quarters, temporary lodging facility and the 47th Force Support Squadron building.
“These type of inspections are performed by our contracting officer representatives, which are also our technical experts,” Perez said. “The results of these inspections are documented and used to evaluate contractor's performance.”
When his office temporarily underwent a 45 percent manning reduction, Perez took charge and backfilled multiple roles. His work in bridging the gap left by the manpower shortage prevented new projects from being delayed or shelved.
“Thankfully, we have a great team that steps up without any complaints regardless of whose project it is,” Perez said. “I think the entire team communicates well and steps up when the need arises, making it a little easier to work through this manpower shortage.”
His work in putting his base both up and running and ahead of schedule with contracts, all while ensuring the contracts are performed safely and successfully while filling multiple positions in his office earned Perez this week’s XLer award.
